New Year’s Eve in Baltimore is marred by a series of murders. A maniacal sniper who leaves no marks has taken dozens of lives to the thunder of fireworks right downtown. At any moment, he could be on the hunt again, and FBI chief investigator Lammark has no leads. Noticing the potential in young officer Eleanor, thanks to her professional actions and deep understanding of the killer’s character, Lammark brings her into the investigation.
